It’s been a while, so here goes the update, as of the writing of this post, the consulates in Mexico are still closed, but you are still able to pay for the visa, payment is valid for 1 year, so you could get a head start, and be ready for the moment the system lets you choose appointment dates. Expect a lot of people trying to get dates so be ready.
